【ネグリ without ネグリ】 Negri denied access to Japan, but events to proceed as planned- ネグリ入国拒否、イベント予定通り開催

Italian philosopher, celebrated author and social activist Antonio Negri was denied entry to Japan for a series of lectures at prominent universities. Nonetheless, the events at U Tokyo and U of the Arts are to proceed sans Negri- there should still be plenty of interest with prominent Japanese speakers and activists, video screenings and art events. Says Tokyo U of the Arts Professor 木幡, one of the organizers - "I personally dislike the Japanese immigration system. .... We will make these events an opportunity for solidarity!"

日本の友人たちへの手紙

皆さん

まったく予期せぬ一連の事態が出来し、私たちは訪日をあきらめざるを得なくなりました。この訪日にどれほどの喜びを覚えていたことか! 活発な討論、知的な出会い、さまざまな交流と協働に、すでに思いをめぐらせていました。

およそ半年前、私たちは国際文化会館の多大な助力を得て、次のように知りました。EU加盟国市民は日本への入国に際し、賃金が発生しないかぎり査証を申請する必要はない、と。用心のため、私たちは在仏日本大使館にも問い合わせましたが、なんら問題はありませんでしたし、完璧でした。

ところが2日前の3月17日(月)、私たちは予期に反して査証申請を求められたのです。査証に関する規則変更があったわけではないにもかかわらずです。私たちはパリの日本大使館に急行し、書類に必要事項をすべて記入し、一式書類(招聘状、イベントプログラム、飛行機チケット)も提示しました。すると翌18日、私たちは1970年代以降のトニの政治的過去と法的地位に関する記録をそれに加えて提出するよう求められたのです。これは遠い昔に遡る膨大な量のイタリア語書類であり、もちろん私たちの手元にもありません。そして、この5年間にトニが訪れた22カ国のどこも、そんな書類を求めたことはありませんでした。

飛行機は、今朝パリを飛び立ち、私たちはパリに残りました。

大きな失望をもって私たちは訪日を断念します。
数カ月にわたり訪日を準備してくださったすべての皆さん(木幡教授、市田教授、園田氏——彼は日々の貴重な助力者でした——、翻訳者の方々、諸大学の関係者の方々、そして学生の皆さん)に対し、私たちは申し上げたい。あなたたちの友情に、遠くからですが、ずっと感謝してきました。私たちはこの友情がこれからも大きくなり続けることを強く願っています。皆さんの仕事がどれほど大変だったかよく分かります。そして皆さんがどれほど私たちに賛辞を送ってくださっているかも。

パーティは延期されただけで、まもなく皆さんの元へ伺う機会があるだろう、と信じたい気持ちです。

In a letter to Japanese supporters (above) Antonio Negri (74) and his partner Judith Revel detail the bizarre situation in which Negri found himself. "The airplane left from Paris, but I had to remain behind."

He had been a controversial figure in Italy back in the 1970s, accused of being an intellectual leader of left terrorism, and served jail time though legal experts outside Italy have repeatedly pointed out irregularities and human rights violations during his trial.

Though his political rights in Italy remain limited, he has lectured widely around the world. In the last few years he has visited 22 countries. "Never has Toni been requested to provide a complete record [of his criminal]" Judith and Toni say in their letter. They had inquired beforehand about visa procedures and were told nothing was necessary. The request to submit court and criminal records was issued shortly before the flight. "This concerns matters that happened in the 1970s. Of course we don't have such materials on hand."

EU citizens do not need visas for Japan, though entry may be denied if their presence in Japan may cause a financial burden to Japanese. This was clearly not the case this time. Renowned U Tokyo Professor Kang Sangjung, one of the organizers is shocked-- "He has visited China, Korea, without problems. What kind of country is this anyway? " "We'd better realize that not only have his human rights be violated, but ... there were so many people wanting to hear him. Their right to know has been violated as well." he said in a video interview.

But said Negri in the letter: "The party has only been postponed. I am sure we will have another chance to meet."

--> Note how they continue to imply he was involved in the assassination of Aldo Moro and Red Army Brigades. He was actually cleared of these charges. He served time for "insurrection against the state," a political crime.

They also conveniently leave out that his trial was anything but kosher the fact that he has visited over 20 countries without hassle, criminal record and all.
